It's quite interesting. No level/restrictions. If you have enough of the base attribute, you can unlock the perks/upgrade it.
I must say that initially I was a bit confused but after seeing this video:
it seems pretty straightforward!

It's pretty streamlined to compared to the previous games. Besides level restrictions, the older games had skill-based prerequisites as well. This new system may make it easier to plan your build and invest in the skills you want early on.
That being said, Bethseda games are notorious for being really buggy. Thus I'll wait for a while before I get my copy.

Haha yes I won't buy it immediately after release either (I rarely buy games immediately too, usually I have so many old one to finish... no time).
But it was interesting for me as indie author, since seems both simple yet with many possible upgrade paths

Yeah actually this looks pretty good. I like the system and it could easily work for many other games, although scaled down, I can't imagine dealing with 270 traits as a programmer!
