Bleeding Strike reduces max HP. Maybe 18 was your max?
(and it doesn't leave a debuff)

Oooh, that could be it. Unfortunately I don't have the full log from that battle so I don't know how many bleeding strikes those ratmen inflicted, but I just tried it from the beginning and now that I paid extra attention... they do reduce the ranger's HP like crazy right in the very beginning of the battle when I'm not healing up yet but trying to take their mage and healer down.

I can't get the Cross Cut for my ranger to work. He's wielding two weapons, the enemy is staggered and not a boss, but the skill doesn't show up in the fight.

Mace in primary, sword in offhand. Is the skill limited to swords/daggers only? Tooltip talks about two weapons.
EDIT: Yeah, I switched to two swords and now the skill shows up. If the skill is intended to be used only with two swords, then maybe the tooltip should be changed.
"Cross Cut: Critically hits single staggered target using two weapons, permanently lowering his/her HP by 15% each hit for the rest of the battle (if not boss)."

The limiting factor seems to be, in fact, the primary hand weapon. Cross Cut works if the mace is in the offhand slot and the sword in the primary.

Doesn't Cross Cut suck enough without that limitation? Try performing a double button attack with two maces in Skyrim, you'll see that cross cutting with blunt weapons is a perfectly sensible move according to your character!
No but really, skills that don't work on bosses don't need more restrictions, whether they fit the name or not.

The act's length was very pleasant surprise! I hope the remaining chapters will be as good or even better

...the only 'bug' I encontered (that I noticed) was my first play through where I started doing the bard's quest and only then met him

But the second time it went how it is supposed to (unless it is a dream of my mad character and the second one had more WILL and her dreams were more coherent?) so no idea why...
...oh and still think the rogue's heal is little weak at that cost but probably not for this topic.

Count on it. As the party is no longer enslaved, you'll have a much greater liberty in which order to go through the main story now, and I think it's going to be great fun!

What you mean exactly? the Jariel's quest didn't start? or something else ?

No sure if this is what Kainin did, but it's possible to start Jariel's quest without meeting him:
After leaving the arena, go to neutral zone, then to Lugal zone, then shortcut to Galanna district and then market district. There, you can go to the North gate and search for Ardin at the red arrow without meeting Jariel prior to that.
EDIT: It's possible that the other shortcuts would work that way, too. Haven't tried
